U.S. cities and states stand to make serious revenue if they carefully choose their infrastructure investments. That is the judgement of an opinion piece by Matthew Winkler of Bloomberg. The op-ed piece comes in the midst of a presidential election in which both candidates are making "infrastructure investment" statements as part of their respective platforms.
